RESERVE DEPUTY POLICY

 

The following policy is derived from the Jefferson County Sheriff's Department Policy And Procedure Manual:


2-03.00 Reserve Program

This chapter outlines the organization, command structure, policy, procedures, duties and responsibilities of the reserve program.

2-03.05 Definitions

Certified Deputy - A regular or reserve deputy who is certified as a Law Enforcement Officer by the Alabama Peace Officers Standards and Training Commission.

2-03.10 Recruitment Procedures


The selection for reserve members shall be the same as regular sworn deputy personnel.
Internal Affairs will handle all recruitment, background investigations and interviews of applicants.
The Sheriff shall approve all appointments to the reserve program.
A personnel file for each reserve member shall be maintained by Internal Affairs.
Persons in occupations or professions likely to have potential conflicts of interest shall not be eligible for selection as a reserve deputy. The following categories are examples of ineligibility:
1. Persons currently employed as private detectives or similar occupations.
2. Members of other Law Enforcement agencies.
3. Bail bondsmen or their employees.
4. Employees of State, County or Municipal agencies which prohibit the acceptance of appointments as reserve deputies.
5. Employees and investigators of the District Attorney's Office, State Attorney General's Office or the Public Defender's Office.

2-03.15 Rules and Regulations

Members are encouraged to enroll in the Sheriff's Law Enforcement Academy after appointment. Completion of the Academy is recommended but not required.

Members shall be subject to all Sheriff's Department rules, regulations, policies and procedures.

Members are encouraged to contribute a minimum of 16 hours per month in service with the Sheriff's Department.

Members shall meet the same firearms qualifications and other training as required for regular deputies.

Members shall work under the direct supervision of a certified deputy until completion of the Alabama Peace Officers Standards and Training Commission requirements.

Members are required to have a valid pistol license.

2-03.20 Duties and Responsibilities

The primary duty of reserve deputies shall be to augment Department operations and to execute such special assignments as directed by the Sheriff, Chief Deputy, Assistant Sheriff or Division Commanders. Reserve deputies shall:


Assist regular deputies in the performance of Law Enforcement duties.
Perform Law Enforcement related functions which may be assigned during a tour of duty.
Perform Law Enforcement duties of a uniform patrol deputy to include answering calls for service, writing reports and enforcing laws in a manner that will enhance the image of the Sheriff's Department in the community.
Transport prisoners as necessary.
2-03.25 Command and Control

Reserve deputy personnel shall be assigned to one of the following companies:


Headquarters Company - Administration of reserve program
Company 1 - Cahaba Heights
Company 2 - Centerpoint
Company 3 - Forestdale
Company 4 - Bessemer
1. The Headquarters Company shall work under the direction of the Chief Deputy and coordinate reserve activities with Division Commanders.
2. Company 1 and 3 shall work under the direction of the West Commander.
3. Company 2 shall work under the direction of the East Commander.
4. Company 4 shall work under the direction of the Bessemer Patrol Commander.
5. When a reserve deputy is assigned to work an area and shift, the communications center and the regular patrol sergeant shall be notified. The regular patrol supervisor shall provide supervision.
6. When working with regular deputies, there shall be no rank status for reserve personnel, and rank insignia shall not be worn. The regular deputy shall maintain complete authority.
7. Rank status may be utilized and rank insignia may be worn during assignments that are handled exclusively by reserve personnel.
8. The Birmingham Operations Bureau shall ensure that any changes in departmental policies, procedures or laws are forwarded to the Chief of the Reserves, who shall ensure distribution to reserve personnel.
9. Division Commanders shall ensure that any changes in Division Orders are forwarded to their respective reserve company commander, who shall ensure distribution to their reserve personnel.

2-03.30 Logistics

Reserve vehicles shall be kept at the location determined by the appropriate Division Commander.
Reserve Company Commanders shall be responsible for coordinating the maintenance of their respective reserve vehicles.
Reserve Deputies shall be responsible for the purchase of uniform items when no other funds are available.
Reserve Deputies shall be issued surplus uniform items from the respective property sections.
The Reserve Commander shall forward a Reserve Financial Account report to the Sheriff quarterly.
